Participant Resources

Are you an interested large energy buyer?

 If you are interested in participating in the GCP and wish to submit a question for our FAQ, or if you wish to be added to the stakeholder email list to receive updates, please contact us.


Large energy buyers in Nova Scotia can participate in the Green Choice Program. If you'd like to complete the Expression of Interest (EOI) or draft Memorandum of Agreement (MOA), please do so here. See below for Participant Eligibility, Enrollment Mechanics, the Participant Webinar, and Participant Guide. 


Participant Eligibility:

  • New or existing customer of Nova Scotia Power
  • All electricity meters, facilities or buildings applied to the program must be located in Nova Scotia
  • Electricity accounts applied to the program must be within the Nova Scotia Power Inc. service area.
  • Participant electricity accounts must be in good standing with Nova Scotia Power. 
  • Participants may be required to submit a credit check from a credit rating agency 


GCP Enrollment Mechanics

  • Step 1: Interested applicants are encouraged to submit an Expression of Interest (EOI) before May 12th, 2023. The form asks applicants to specify the quantity of renewable electricity that they wish to procure through the GCP.  
  • Step 2: The Minister of Natural Resources and Renewables will review and confirm enrollment of applicants, and request additional information if needed
  • Step 3: The application intake window for participants will be open for at least 40 business days.
  • Step 4: The Minister has a maximum of 45 business days to review applications to accept, reject, or defer applicants for up to 3 years.
  • Step 5: Participants will be issued a notice of the Minister's decision (as will NSP).
  • Step 6: Participants will engage with NSP, NRR, and the Procurement Administrator on the Participant Agreement terms and conditions process for execution.
  • Step 7: After PPA award, renewable energy project(s) are built and connected to the Nova Scotia electrical grid, enrolled applicants will begin to receive the benefits and incur the costs associated with their GCP enrollment. Cost and credits will show up on enrolled applicants’ electricity bills and the title to the environmental attributes will be provided in an annual report from NSP.

Participant Guide & Renewable Energy Certificate (REC) FAQ

The Participant Guide is a draft to provide as much information as possible now and will continue to be updated as program information becomes available. The Green Choice Program regulations are still under review and subject to approval. The information contained within may change. As new information becomes available the document will be updated and the communication provided to interested Participants in advance of the opening of an intake round.


The GCP Renewable Energy Certificate (REC) FAQ will guide participants and interested participants in understanding the REC situation for the GCP. Under the GCP, RECs will be retired by Nova Scotia Power on behalf of program customers. Through this retirement process, customers will have credible usage claims which satisfy global carbon accounting requirements and can help reach renewable energy goals.

Participant Updates Webinar (4/12/23)

We are happy to communicate that the Green Choice Program had a soft launch in April 2023! We’re excited to finally launch this program and continue to lead the country in new and innovative ways to reduce our greenhouse gases, advance renewable energy on our electricity system and provide clear pathways for all Nova Scotians to access renewable energy.
